It is still a concern though.
I hate the idea of promising money for anything in exchange for votes. Sure, the money is probably a good idea, but the idea of promising it so that teachers will vote for you isn't.
Either way, it doesn't matter, as everyone does it.
What matters most is that they actually make sure that the money is wisely spent and not wasted on more administrative crap.
