It's not an either/or scenario. She bought some votes with this. Others voted for her because they felt she best represented their values. Still others voted for her because of a dislike of Mar, whether it relates to his fumbling of the health care question or not.
That said, the fact that she did buy votes with such promises is a wildly amusing thing to get upset over. That is pretty much what politics is. Redford did nothing wrong. The CTF is just upset that she played the game better than her opponents did.
