I think he would just be opening himself up to more harassment from others this person might know online.
Personally I would send them all texts back next time you get a text saying something along the lines (sounding upset) that they have won and you are changing your number on
insert day. Then when they try again after said day just reply back with the same message until they leave you alone. Something like malcolmk14 mentioned.

That way they feel as if they accomplished something but in reality they will just leave you alone after they get back the same message over and over. Just copy and paste it from a notepad in your phone.
Or if you have the spare time I like the idea of inputting their phone number into any online survery you can find. They will quickly be changing their own numbers if you do enough of them.
