You're not out to lunch, PPI is how you would measure how sharp something could potentially look. Distance would also enter into it (since further away the extra pixels become meaningless), but since people generally all use their phones at the same distance from the eye, it's a reasonable measurement.
I think the point is that pixel density isn't the only valid measure of how "good" a screen is. Different technologies have different contrast ratios, black levels, colour, etc etc, and they'll all enter into how good a display is, and what one person values might not be what another person values.

Actually the difference between the 3G/3GS screen and the 4/4S screen is striking. Going from one to the other is night and day. I find the higher resolution far better to work with as well, I don't have to zoom into web pages as much for the text to be readable, and reading books is easier on the eyes because the letters aren't pixelated at all, etc.
Android or iPhone, a PPI that's at 300 or more is a minimum requirement for me now.
