The deal is --that when annexed, the property pays continues to taxes at the rural mill rate until the streets/ service is upgraded...

Those houses are in Calgary... but are still paying taxes at the Rocky View county rate.

...so you don't want a paved street because then you pay the same millrate as the rest of calgary.


if i recall... the old clubhouse for the Hells angels (formerly the local chapter of the kings crew) was still paying rural property taxes until the building was expropriated by the city.
