Is it absolutely, strictly Yes/No, or can I say what agenda I'm scared of (if any) as long as I promise not to argue about it or anyone else's answer?

Edit: MarchHare said more or less what I was going to say -- there is a conservative agenda backed by many Conservatives (and some Liberals) which, IMO, would like to use the promised free votes to let majority rule decide minority rights.

So my answer depends on whether you consider that a "Harper Hidden Agenda"
