I think he was being paid 10M/year, so it still seems to me that he should have some money left. The only other thing I could think of is that a lot of it is tied up in the carwash being laundered.

He was getting paid in installments every couple of weeks or something, I believe was stated when he brought a bag home one day for Skyler (Problem Dog?) so he doesn't have the entire $7.5M available.
Also don't forget Saul's lawyer fees are probably pretty high.
