You're right - in a normally aspirated car, you do get worse performance the higher the altitude. This is directly related to what I spoke of earlier - There is less oxygen content per unit in the air the higher up you go, so you get less power out of your engine the higher you go.

This is another benefit of turbo charging, it has a static "put this many PSI into the engine" programming on the cars (even older ones, really, the manually set wastegate controlled PSI with the same effect), so it compensates for the lower pressure at higher altitudes by increasing the air stuffed into the engine.
