Like I said there are possibly reasons why they wouldn't.
If it's more than a simple thing to do then I'd rather do it at a table with more personal space around me where I know someone isn't going to be standing next to me or bumping me or knocking whatever onto the floor. Or setting something like that in a counter in a bathroom.
Or maybe the bathroom didn't even HAVE a counter, I've seen lots of places with pedestal sinks only.
I don't think anyone disagrees that with no other considerations going and doing it in the bathroom would have been better overall, but in that specific case we don't know if there were other considerations.
What people think of as "polite" can change too, why not change polite to include people taking medication.. when what's "polite" developed the guy taking insulin would be dead so the situation just never came up.
