I've never found a bank that had better pricing than Calforex. Your best pricing on forex is usually by using your bank card locally in the foreign country. If you want some before you go, Calforex (or similar) is usually your best bet.

I looked up the APEGGA deal, and it seems to require a minimum of $1000 transaction, which may or may not work for you. Their usual fee is around $3.50 plus the spread they make on the rate, which can be significant for less popular currencies.

You may also want to get them a bit in advance, they were out of RMB a couple of times when I needed some in the spring.
