That quote is from the MUTCDC (Manual of Uniform Traffic Control Devices for Canada). When there is no local guidance on specific issues (Alberta is missing tons), then you refer to the MUTCDC.
As a matter of semantics, construction signs should always be orange, so calling them orange construction signs is redundant.
Anyway, there are construction signs with enforceable messages on them all the time. For example, I have signed construction projects with messages like "Construction Access Only", "Road Closed", "Local Traffic Only", "Sidewalk Closed", and "Yield to Oncoming Traffic". Also, let's not forget the days before "Speed Fines Double" (a regulatory sign that took a year to be approved), and you'd be using Construction Next Xkm as the beginning of a double fine zone!
