Also, the Alberta Traffic Accomodation Manual here. Scroll approximately 1/3 of the way through the document to get to diagrams. Warning Signs (Non regulatory) are orange. Regulatory signs are never orange.

I think you're misunderstanding. WD (Construction, Orange) signage is enforceable by law, much like RA (Regulatory, White) is. WA (Warning, Yellow) signage is not.

The pictures of the construction site are WD signs (such as the "Cyclists Dismount" sign), and are therefore enforceable.
