How narrow does the path get there? How long is the construction zone?
If there were truly no pedestrians on the path, it really seems like a case of the officers ticketing for the letter of the law, but completely ignoring the spirit of the law.
Also, the signs are orange diamonds, which are warning/ advisory signs, not regulatory signs usually. I can't think of any other orange or yellow diamond signs that are regulatory. It could easily be argued that the signs don't order cyclists to dismount, but rather that they recommend that cyclists dismount, in fact, that's exactly what someone who understands traffic laws and signs would understand the sign to mean, based on the colour and shape of the sign.
