Meh, the same people will complain about their traffic tickets and how the cop was totally screwing them. Some people just can't take responsibility. If you're riding at the time the by-law guys were ticketing, you are likely a bike commuter and there is no way you missed those signs. Even if you aren't there every day, they are obvious.
