As far as Cutler goes skill wise he's easily top 5 in the league but he does need to make up for the perceived lack of mental toughness he's gotten a rap for. Between his demanding a trade out of Denver because his BFF was fired, his boo boo in the NFC title game that made him sit out when the rest of the NFL was calling him a word that rhymes with lussy and his general "meh" demeanor he's got a long way to go. The guy has skills but right now he's a hell of a lot closer to Jeff George than Bret Favre.

I will be the first to admit that he does need to change his ways. Chicago has been a team known for outcasting troubled players (see Benson). However the controversy surrounding Cutler is greatly taken out of context.
Cutler took more hits then any other quarterback in the past 3 years IIRC last season and took every snap for 17 games, yet when his knee tears his toughness is questioned. Charles Woodson missed the SuperBowl game and yet nobody called him out.
It's obvious that other players around the league just dont like Cutler and his cocky attitude, but there was alot of talk from players who sure didnt show any of that self proclaimed toughness throughout their own season.
