I disagree, I think we can take it at face value. They showed Gus talking to the cartel, clearly regretting it but his hand was forced - "you can tell 'them' I said 'yes.'" He was muscled into it. He tried to bluff and then he tried to fight back with Mike, but at the end of the day, Gus' operation isn't suited to a drawn out turf war, especially with Hank on his trail. Gus typically tries to win with a better product and distribution network (because he's a 'businessman'), not with violence (although he is occasionally forced into it). Clearly it wouldn't be a decision he would make lightly, but it's much better than going to jail.
