I don't think that's necessarily true.
I think there are a lot of people who will potentially vote Conservative just as an anti-Liberal vote, and Layton wants to steal those votes from the Conservatives. He can't side with the Liberals, but he definitely needs to do what he can to paint himself as the more responsible anti-Liberal vote.
