If I remember an open house presentation correctly, the ultimate goal would be highrise condos surrounding a "high street" that would be mixed use 2-3 story buildings (think the new Marda Loop building). I'll see what google pulls up on the recent TOD plans
Expanding Westbrook as it is would just be a money pit.
