Bullpen is the easiest aspect of your team to rebuild, just look at the Rays. I'm not worried about the Jays bullpen going forward, and I think the weakness of the bullpen has as much to do with the inconsistancy in the rotation as it does the actual talent of the bullpen. Get more stability there and you're bullpen would improve even with the talent they current have, its just way too overworked on a consistant basis. Not saying its good, or prefect just that I think the numbers are very misleading.
I would personally love to see McGowen as a closer as I think he has the stuff and the makeup for it. At worst I think he could be a great set up man, but I know doctors have apprantly told they Jays that from a health standpoint the inconsistancy of a reliever could actually put more stress on his arm and cause more injury, but recently Farrell had said he has not ruled the bullpen out for McGowen.
