It absolutely is a unit of measure. You can even break it down into different types of c**t hair to signify fractions of the measurement. I personally use:

C**t hair
-"curly"
--"half a curly"
---"blonde one"

Similarly, something can be characterized as very accurate by saying it's "right on the nuts."
