I don't see why. First of all, somebody who lets their dog constantly bark is the one being the jerk, not the neighbors that are fed up. Second, he already doesn't care about what people think, or he'd prevent this from happening all the time. Me going over there is unlikely to change this guy from jerk to considerate. Third, an anonymous complaint helps diffuse the responsibility and potential hostility from being focused toward me to about 10 other people which is good for me. Fourth, I already pay people to handle these problems in my taxes. Finally, there is nothing wrong with an anonymous complaint for no other reason than there's nothing wrong with an anonymous complaint. If I see an armed robbery I'm calling the police - I'm not going up to the criminal to let him know society frowns upon armed robbery and ask him to stop.
