You need to keep the log but maintain that you want to remain anonymous. The burden on collection of proof should be on by-law, not citizens. They know this, they are just trying to triage the amount of calls they get, knowing they can only deal with so many "barking dog"m files in a year. Worst comes to worst and they still need a bunch of hard proof to write these clowns a ticket, they can install noise monitors in the vicinty to gather all the evidence they need. Just keep at it, but hold your ground on not wanting to testify.
