Part of this is the prize payout would be based on a few factors. The key ones I see are:
- Number of people entering the draw.
- Size of the opening
- Likelyhood that the person drawn for the shot would be a good hockey player.
In this case they drew a name of a person who wans't going to have a good shot, and then somebody who was a better shot made the attempt. I agree with what was said earlier- if they had said something before it may not have been such a big deal.
