Normally a team will take about 7 or 8 high schoolers and 12-15 college players in the top 20 rounds. The high schoolers typically take more to sign because they can go to college and possibly raise their stock and sign for more (it's a risk)

The jays took something like 18 or 20 high schoolers in the top 20 rounds, with only a small handful of college guys.

That's part of the problem, as the rest of the guys are all demanding a million plus in most cases, because talent wise, they should've went in the top 50 or so but slid for whatever reason. The Jays basically took all those guys that fell and are now having to pony up the cash for them. That's why even if they don't get them all signed, they'd be further ahead than taking safer picks.
