The biggest problem I see here is really that the culture and the infrastructure in Calgary so heavily favours modes of transport which are wasteful and inefficient. Cities really should be doing as much as possible to encourage cycling over driving all over the place, but Calgary is so poorly set up for it that cyclists and motorists are at odds with each other. For the mere sake of sustainability, preference should be given to cyclists and cars should be seen as privileges with damaging longterm effects to everyone else in the community but that's a hard sell in a place like Calgary where both the local culture and the infrastructure are set against it.
