Not if the foul he received the card for happened after the whistle had gone, it would be like giving a penalty when the keeper gets a "foul" yellow card for time wasting. The result of the play was a Newcastle free kick due to the dive, everything after that was just post whistle affairs.
However If it can be determined that he was carded for a foul that took place during the run of play before the scuffle then there may be a case.
In this situation I would have to say Arsenal fans are just stretching for more reasons to blame the ref for the draw, there was no reason for a penalty.
