He was a staple especially in the late 80s and I remember his tunes cutting clear across the dome.

Bill Kuhl. In the early 90's he was a substitute band teacher (our class had him on occasion), and he had since stopped. Not sure how we knew it was him, maybe he told us or we figured it out and asked him.
