You're entirely justified, but I always believe that every effort should be made to deal directly with the person rather than calling the cops or bylaw. Then, if your case has been made and they continue.....eff 'em.
The breaker is a great idea. May even give them a brief scare that they've wrecked something. Either way, leaves them no choice but to deal with you.
