if that gets you nowhere then i'd try either the home owner or the cops. i'm not sure what "311" is ... i don't think we have that in kelowna, but i'm assuming it's bylaw enforcement or something like that

if after that you are still unsuccessful i do think the 'flip the breaker' technique is gold!!

another option is to get something nasty... like kenny g (i hope my wife doesn't read this thread - ha! ha!) and start blasting that when you get up first thing in the morning and leave it on so they can't sleep all day
