This is a compete lie. All you need to do is call CRA (1-800-959-8281) and tell them you never received your refund. They will then verify that it has not been cashed and send you an affidavit to sign to certify that you did not receive it and they will issue you a new payment. The entire process takes 3-4 weeks not months.
