That said I hope I'm wrong and I hope the trucks don't charge and arm and a leg

My gut feeling is that the weather could actually be a bit of an advantage for most of these trucks.
A good third of the initial trucks are already tied to more established restaurants (Fiasco, Chracut, and Pimentos). Which means that as long as they provide a nice influx of profit for the half a year they can run, then it'll be good for the owners and might provide more stability for a few trucks.
2) Not having Food Trucks running on every corner 12 months of a year might be a bit benefit. As it won't over saturate the market and keep the novelty fresh. I'm not saying that every truck will benefit from this, but I know if there was a shortened window available each year to enjoy a certain food truck, I'm more likely to head there as opposed to knowing that it'll be there 365. In DC food trucks running 11-12 months of the year, but all of the trucks continuing to evolve or they get stale and customers gravitated to the newest food truck sensation.
It'll be interesting to see where this market goes over the next couple of years. Either way, I'm glad that Food Trucks are in Calgary.
