The problem with Nenshi's opponents was not that they were "too business friendly", but rather that they wanted to keep artificially propping up one business sector at the expense of everyone else (that being suburban development).

I think you can attribute this to progressivism: it's a willingness to experiment, to try things, and to change that made the food truck pilot program possible.
