I have no idea what the regulations are for containment/cleanup in residential areas but I assume that there are some. What does "using supplied air (of course)" mean?
Anyway, some companies do exposed aggregate this way. Past experience indicates that it's pretty much acceptable for them to fill the entire neighbourhood with dust. Make sure to keep your furnace turned off and replace the filter as soon as they are done.
