As mentioned earlier, it's due to the pitch. Players don't want to play on FieldTurf. As well, a third of the population is within a 2 hour drive, although I'm sure Vancouver and Edmonton would both draw well.
Personally I would've loved to see Moncton get one, as they may have been able to take advantage of the temporary seating for CFL games.
