The Blue Jays pitching staff looks like a staff thats traded away two of their top 3 pitchers and didn't replace either guy at the major league level in the deals. Lets face it what could that team have done last year with Roy Halladay? Add a 20 game winner to a staff that had three others win 14 games and a 10 game winner like Morrow.... But for years the Jays hoped something like that would happen when Halladay was around and it never materialized.
This year Cecil who stepped up and gave an unforeseen win total have battled consistancy issues, and they never did properly replace Marcum in the rotation.
So I'd say the pitching is still a work in progress and honestly that is what will hold the team back in the next couple of seasons. Romero is a good #2 starter in my opinion, Morrow could be, but I'd peg him as an AJ Burnet like #3 due to his consistancy. Cecil could be a good #4...but the ace isn't there. So thats the piece they have to try and find. Yeah a bat would be nice, and it makes sense money wise to spend on a free agent bat, and load up the assets to trade for a younger pitcher.
