I listened to one of the city employees talk about this kind of thing on the Eyeopener, and it sounded like items that have the recycle symbol on them, but not accepted by the city will get sorted out and sent to another recycling facility. They may have been talking about metals or something (like why can you throw an empty tuna can in, but not a metal fork or whatever).
I think you can rest assured it won't get thrown in the landfill, but it will just cost extra money to transfer it to a recycling center that can deal with it.
Edit: batteries or CFLs can go to Home Depot or Ikea. No use endangering any poor sorters at the recycling center.
