EDIT: The article says it doesn't count app usage...I haven't been on the web version of G+ since the iPhone app came out.

Its funny, Google's previous model was they wanted to be transparent - they thought users wanted them as a service just to go from one page to another, and not spend time on it. (unlike Altavista, yahoo, etc, where you stay on their page and see top world news or whatev)
Then Facebook comes along, and pitches to their advertises the time users spend on their page and they destory Google for that. Google realizes they have to change, if Google is something users stay on for a few seconds then move onto somewhere else, while users stay on FB for minutes to hours.
So thus... G+... they want you on there. Be it their hangout area or whatever, their goal is to keep users on their page.
