I think this is going to be a big debate in Norway. Their prison system is entirely set up around principles of rehabilitation, and it's very effective at what it does: they have one of the lowest criminal recidivism rates in the world. For a population that already has a low crime rate, it's a great fit.

But how are they going to feel about their justice and penal systems being ineffective at dealing any real punishment to Breivik? I doubt that they would want to abandon their current overall approach over one extreme incident, but how will they get the closure that they need over the incident?

Here's another photo essay on the prison: jogging with hot scandinavian blondes, learning to ride a unicycle, rock climbing? Yeah, gotta admit, it looks pretty good.
