The 5th year option must be picked up after the 3rd year. So in year 4 the player knows if it is his final year. Seems fine to me, the team can see the player over 3 years before deciding.
The top 10 picks all get the average of the top 10 players at their position. 11-32 get the average of the 3rd through 25th player at their position.
The only wiggle room there is how much of this is guaranteed.
There is also a rookie salary cap, so the subsequent rounds will need to fill out that cap.
The savings with the rookie cap will go into a fund for the NFLPA to distribute as they see fit - apparently this is the money going to things like the "Legacy Fund" (the fund for disabled retirees)
