Considering the difference in structural damage to the two buildings, it would be surprising if the Oslo bomb was anywhere near the size of the OKC bomb.

There is also the difference of being inside the structure versues being next to the structure.
One aspect in the OKC bombings that really increased the damage was the relative lack of environment the explosives had to fill upon ignition.
I've read that is why the first WTC bombing caused so little relative damage; the underground parking area of the WTC was simply too big to magnify the explosive effects.
