In Begins we saw the origin and how he used his symbol to terrorize and defeat the villains, but there wasn't really any indication that he was Gotham's only hope.
In TDK it was more about Dent and the Joker than it was about Batman and it wasn't until the final scene that they brought it back to Batman and what he can be.
Judging by the teaser it seems like they are approaching it like Batman is Gotham's last hope, he is the only one who can handle this new evil that is rising. Even though he was condemned in TDK, he is their last hope and gotham needs him.
Just my opinion. Interested to see how Catwoman fits into it.

That might add to the Batman is our last hope idea you are speaking of.
