Jesse killed Gale. There is no question about that unless Vince Gilligan lied because he said as much. As for finding a replacement for Walt, I think the issue is time. Gus said himself that he can't afford to shut down production for even a week. Finding a replacement who is able to come in without a moment's notice, figure out the recipe and then produce the required amount (200 lbs per week) seems unlikely. Obviously I know nothing about cooking meth, but that is what the show would like you to believe. That it takes an incredibly high skillset and that it is not easy to replicate. If I'm Gus, I'd try my best to make Walt feel confident that he is safe (and that would include letting Jesse live) long enough for him to secretly find someone else to replace him and then, when the new guy is ready, then kill both Jesse and Walt. That's how I would go about it at least.

I can't imagine Vince Gilligan came out and said that Gale is dead. They're pretty good at keeping this shows plot lines a secret. I'm not doubting that he is dead, but I doubt that he's said as much.

As for the lulling him into a sense of security before offing him, is that not what he tried to do in the last season with Gale? It ended with a mucked up failure which is where they currently stand. You think he's going to re-attempt this plan, when it's known that Walt is hip to it? Seems unlikely he would go that route. He seems too smart to try and rehash the same scheme.
