I guess I don't feel like Walt really does hold all the cards, assuming Gale is dead. Would an actual drug cartel guy put up with this much crap? Jesse killed Gale. There is no question about that unless Vince Gilligan lied because he said as much. As for finding a replacement for Walt, I think the issue is time. Gus said himself that he can't afford to shut down production for even a week. Finding a replacement who is able to come in without a moment's notice, figure out the recipe and then produce the required amount (200 lbs per week) seems unlikely. Obviously I know nothing about cooking meth, but that is what the show would like you to believe. That it takes an incredibly high skillset and that it is not easy to replicate. If I'm Gus, I'd try my best to make Walt feel confident that he is safe (and that would include letting Jesse live) long enough for him to secretly find someone else to replace him and then, when the new guy is ready, then kill both Jesse and Walt. That's how I would go about it at least.
