I disagree. The French (from France) have hundreds of years of culture so something as minuet as a "Stop" sign, movie title or fast food resturant sign in English does not pose a threat to the culture they already have. Not having "Arret" on their sign isn't going to throw the whole country into chaos. Putting an English movie title on a poster isn't going to mean the Anglo's are creeping up on them ready to take their indentity away.
Whereas Quebec has only been around a couple of hundred years and do not have the same sense of indentity. They are like toddlers who think they need to assert themselves in order to find their place in the world. France is the mature one where they know their place and are willing to accept differences since they know the foundation is solid.
