Default Question about applying for Residential Street Parking

I assume some of you have had to apply for street parking before, and just had a quick question. I am looking to apply for a new condo with a roommate, and it comes with one underground parking stall, however we both have cars so we would need another option.

This condo is on 24th avenue, off 4th street. I was told that applying doesn't guarantee that you will be approved for a pass.... Has anybody ever had an issue getting a pass? I don't want to get caught living in an apartment with nowhere to put my car, and from my call to the city they said I can't actually apply until I have proof of residency. Just need to know this before I have them proceed with our application.... any help would be appreciated.
