Point is, yes its up to a fan to ensure they are aware of the surroundings but its also very much on the team and stadium to ensure that instances like this don't occur by making safety precautions. Especially when you have a 2.5 to 3 foot railing as the only protection over a15 foot drop.

Since people pay money for tickets to watch the game? Sightlines are a huge deal, raising that railing isn't an option. Look at the upper levels at the Dome, those railings used to be much higher and have now been replaced by glass, and I still hate sitting anywhere that requires me to look through it.
