Two ways to look at it.

Given the fearmongering of the 2004 election, that headline could be construed as an attempt at scaring voters in the GTA and Ontario away from the Conservatives, or soft NDP voters into the Liberal camp.

Or...

I was driving home after the game tonight, and QR77 was interviewing some political professor from the UofA, and he mentioned that the Star actually had the data four days ago, but deliberately held onto it until the day after the debate. He argued that the candidate that wins the debate is not usually determined by what is said, but rather by who gets the best media coverage afterward. He suggested that the Star might have actually been trying to use the poll to paint Harper as the winner of the debate, in what amounts to a pro-CPC conspiracy.
