Rovers are negotiating a package believed to be worth £500,000 up front and rising well beyond £1 million once Jennings signs pro forms and plays half a dozen senior games for the Bundesliga giants.
Liverpool born Jennings, 18 has signalled his enthusiasm for a move to Germany after breaking into first-team football with Tranmere last season. If negotiations stall, West Ham are reported to be ready to move in with a similar bid although manager Les Parry says Rovers have not yet received an official contact from the London club.
West Ham are understood to have made an attempt to sign Jennings during the transfer window last January when Avram Grant was the manager at Upton Park but the £600,000 up-front offer was declined by Tranmere.
