No, they're not. But while C-Train officers aren't supposed to break the law, or ignore safety regulations, that is not their primary job description. Their job is to move the train to where it's supposed to go (preferably on the tracks)
The police departments job is to uphold public safety, and the law. While there is no law or procedure for C-train drivers to kill all who disobey them, there IS a procedure for the police. Generally if someone's wielding a weapon and going towards the cops, they shoot if he's close enough. If there is time to request they drop the weapon, I believe they do that first, and upon disobeying, said idiot is riddled with bullets.
I agree the comparison was weird, but at the end of the day, people who die by C-train, or police gunfire (in the civilized world), generally did something wrong. To avoid getting hit by a train, well stay off the tracks. If you get hit by a derailed train, I can maybe understand that. To avoid getting shot by cops, don't threaten them with a weapon.
