Yes they have the right to strike. Just don't tell the public what CP is doing is bad faith bargaining. Screwing with the public is not how you win support for your cause.
If the union was serious about forcing a deal there wouldn't be the rotating stikes. It's all about minimizing the loss of wages the employees would lose if it was a nation wide strike.
